Help !! Why did he jog to me when he saw me then match my walking pace and stared at me till I looked?

My friend said she saw him walking then saw me and jogged faster to catch up with me and when he was besides me while I was taking a cage he was staring until I noticed which was 5s later 😂 I felt him stare. Then he smiled at me when I looked and vice versa and he asked “where were you” n that I should’ve of been where he was assigned but I told him I was assigned elsewhere because I would’ve gotten a message if I was actually suppose to be working where he was, so I don’t know if he meant it or making convo or wants me to
