Was instructor being flirty with me or just doing his job?

I recently went on vacation and my friends wanted to go scuba diving. during this time we went on 3 dives. on our first dive we had our instructor and his assistant. the instructor didn't pay me much attention at first, we got strapped in and began training in the pool. I think I was asking his assistant in training a question, the instructor, let's call him Carlos had snuck up on me and lifted me by the tank out of the water, I ended up squealing in surprise. during training he seemed to be giving me a lot of attention, I assumed it was because I was inexperienced. He started making jokes. "You're gonna need a baby sitter." I didn't think I was doing that bad. training goes smoothly, we swim around the pool like normal. he asks for my name, I tell him and he hugs me in front of everyone. he teaches us techniques and makes us all do it one by one. when we're done he calls me forward and tells me to go underwater. He grabs me the strap around my waist and yanks me closer to him, I didn't think I was very far. makes me preform the action again. after practice is over, I realize I broke a fake nail. I jokingly tell him and he ends up grabbing my finger and kissing it.

We get on the boat to our dive location. I get nervous being the first time I dive. getting off the boat was nerve racking, holding your regulator and mask and going backwards. I tell the man who's driving the boat, he tells Carlos in Spanish who is already in the water. he immediately swims over and helps me down. my vest is inflated but I hold onto Carlos because I am still scared. he laughs and teases me, asking, "Why are you holding onto me, you're floating?" I am clearly panicking in the water, kicking out of control, he again laughs as the rest of the divers chuckle at how nervous I am. he eventually tells me, "You stay with me." and we dive. I didn't think anything of it, he held me by hand the whole as we swam around. fixing my posture by pushing my legs up by my thigh.

The whole time, we either linked arms or held hands. he would show me things, grab my hand and put something in it. after the dive, he gives another hug. (during the first dive with him) the next two dives he was not our instructor. the next time I saw him, he jogs up to me, tells me he's very happy to see me and gives me a hug. he even winked at me. he asked my team how I did and then gave me another hug. the third time I see him, again very enthusiastic to see me.

I ended him up finding his ig, he tells me he followed me back. as he straps me in even though someone else is on it. later on we had to wait some time for our cab, Carlos was full on washing himself infront of us. I didn't want assume he was trying to get my attention but it felt like it. he was also wrapping his arm around me a lot or touched my shoulders and back. since he was giving me shots while I waited I asked if he smoked. he said "I drink, I smoke, I fuck." I was shocked and proceeded

I have always had confidence. I'm 1 correcting you because you said he was either hitting on creeping but it wasn't creeping because I was interested him and 2 because one of my friends thought he was just doing his job and the other thought he was flirting so I wanted different opionions
