I like to give people the benefit of the doubt, so maybe he didn't want to embarrass anyone or have a really awkward moment by not taking the number. He just thinks it is a nice compliment and did not want to hurt your feelings in any way.
The whole locking eyes and winking is not cool though, if anything he should have come up and said, I'm sorry I am married and you kind of caught me off guard the other day so I just took the number... and so on.
