Because you look especially good in the outfit. It's a compliment. He wouldn't look at you at all if he didn't find the rest of you attractive.

I don't like mixing any kind of work/professional relationship with my personal life. If I meet you in a work capacity (like in a college class), we'll pretty much be coworkers and never anything more.

He might think of things the same way
