Is this guy jealous of my husband, if so, why?

I started my current place of work over two years ago, and I was currently dating my now husband.
I made friends with my colleagues, in particular another guy who is a few years younger than me. I feel like some of his behaviour has been a little odd:

- He got into his first adult relationship the same month I got engaged. I know this is his first because he said he’s never had a girlfriend.

- My work department threw me a hen party and everyone filled out these “advice for the bride” cards. He was the only one who didn’t do it, claiming that he “forgot”

- At my wedding, where he first met my husband, he was very condescending.

- He has been condescending to my husband when we have bumped into him.
- I was once telling a coworker about how we became an item, and this guy interrupted saying, “you picked him?” Sounding very surprised.
- He often makes jokes about wanting my husband to play rugby with him so he can “beat him up”

- Once when we had bad weather at work, my husband gave me a lift into work. The guy was joking around calling me a wimp. The next day, I asked him for some help with work and he jokingly said “why don’t you go and ask your husband”

- He often makes jokes insinuating that my husband isn’t very attractive

- Whenever I talk about romantic/intimate things involving my husband, he goes quiet and doesn’t contribute to the conversation.

- He once made a comment saying my husband is too controlling.

- on a work night out, he’d had a drink, he admitted to me that he is terrified of my husband.

Why is he like this about my husband? I feel like he is jealous.

Is this guy jealous of my husband, if so, why?
