Is my colleague jealous of my husband?

I work with a guy who is a few years younger than me. We get on really well and we have banter. We talk to each other about most things and we are there for each other when one of us is going through some rough time. He stares at me a lot and will do goofy stuff to get my attention.

He came to mine and my husbands wedding. When I introduced my husband to my work colleagues, the guy in question was slightly belittling and condescending towards him.

At the wedding, someone mistook him for my husband and he said “I should be so lucky”

He then proceeded to hug me several times and nuzzled into my hair.

The other day, my husband gave me a lift into work (bad weather) and the guy in question was just making jokes about me being a wimp. The next day, I asked him for some help on my project and he said “why don’t you go and ask (husbands name)”…obviously meant as a joke.

I told my husband about this and he got weirded out.

My husband thinks he is jealous and has feelings for me. What do you think?
