u Not sure I follow you on this. He is always on his phone when he sees you? If that is the case he is probably trying to avoid contact with you. He gets on his phone to look busy so there is no chance of a conversation starting or any sort of looks between the two of you. I don't think he likes you. Sorry to say it. Unless I am not understanding the question right then this is not a sign he is into you. After two years I doubt his feelings would have changed. Plus if he liked you there would be other signs of flirting and wanting your attention. This sounds like the complete opposite of that.
Why would you care about ANY man that rejected you. It is just a man.
