I had the same problem for a long time, but, after I started doing cardio again, I got them to show up in less than a month. You don't mention it, but, if you aren't eating healthy, no matter how much exercise and weight training you do, you won't get them to show up.
I also rarely do any crunches, sit ups, scissor kicks, or any exercises that really torque your lower back as well as those that really work the hip flexors. Instead, I usually do stabilization training. Also, a good oblique exercise is the rotational push-pull. Do a search on YouTube and you'll find a number of examples. Note, you don't need that big ass machine that a lot of people use; you just need two resistance bands and two posts to which you can attach them and between which you can stand while you do the exercise.

It's a bodyfat level issue, most likely. Everyone's pattern of bodyfat distribution is unique; however, most men don't have lower abs show up until body fat is getting into the single digits.
