You can't spot reduce, sadly. If you want to lose fat, you're gonna lose fat everywhere (including boobs). I know it is harder to lose weight in the thigh region.
All you gotta do is eat healthy (cutting back sodium can help reduce cellulite) and work out often (minimum 30 minutes, 3 times/week + mix up cardio and muscular training, especially in your thighs). You've got to make it a habit, not a 1 month diet. It can take a lot of time, but don't give up, you'll get there eventually.
You can try seeing a nutritionist and signing up in a gym. (But for free, you can go on www.blogilates.com) She has AMAZING work out plans and nutrition plans too. That's what I use and I've had amazing results in less than 2 months!! :)

Further more try ro stay away from dairy products, by for example replacing milk by soy milk and just not eating cheese because cheese is fat as fuck! Also for dinner you could try baking food in the oven instead of in a frying pan with butter/oil, but if you must use oil, use olive oil.
And last but not least; make sure you get exercise at least three times a week for at least 45 minutes

I good way to tone your thighs is to lift weights. Girls think that lifting weights will make you bulky but that's not true at all. It helps to strengthen and tone your legs and thighs. Try doing lots of squats, dead lifts and lunges. Combine it with cardio so you can lose fat before you build muscle
You lose fat but you build muscle at the same time and since muscle mass is heavier than fat, you don't actually lose weight, you might slim down for a while but you're still heavy on the scale.
Step 1: Put down the dorritos.
