I cannot get fat or gain weight. I even try to eat more even ifmy stomach if full but its not helping. The fat is just getting on my stomach region but not on chest or any other body part. I need to gain chest and all. What should i do?

First, don't try and force weight on yourself. As you finish growing and mature, your metabolism will slow down and you'll start adding some pounds. I don't know how tall you are, but that's also relevant to people's weight.
I was extremely skinny in high school, to the point people would laugh at the thought of me trying to lift weights. But, you know what? I got into weight lifting and eventually powerlifting. I've won competitions and have even been as heavy as 285. I'm back down to 235 now, but my point is, your life does not begin and end at 16, so don't feel so self conscious.
I would focus on eating regularly (not nasty junk fatty food either), but eat lots of protein and complex carbs (not shitty carbs like potato chips or fries). Then, I would start a weight program where you work your ENTIRE body and not just chest and arms. Start building your leg strength and that will kick in the growth hormone and increase your testosterone levels. Also train your back, too. You don't have to become a powerlifter, but just know muscle weighs more than fat, so eat better and start lifting if you already have not. Just make sure you get with somebody who knows what they're doing or at least watch YouTube videos on complete body workouts.
And no, your chest will be fine. Build your legs, back, shoulders and traps, and you'll look great. Every kid does chest and they end up with kyphosis because they're all rolled forward from only working their chest. Oh, and their shoulders are all fucked up, too from over use.

if you want to gain weight do you mean get lean? get fitter than your current physical state? If yes then its simple: 1. Exercise 2. EAT MORE
I know this sounds blunt but thats just the way it is. I was exactly like you a few years ago. Normally if you eat more than what your body burns you gain weight. Thats a simple concept. Now starting to gain weight by growing muscle means eat more + exercise.
BUT building muscle also means you will gain fat slowly over time.. there is nothing to change that.
NOTE that this process takes a loooong time but before you even know it you will be weighing more.
Food wise I could list you all sorts of tips and tricks for eating next to training, but at the beginning you should just keep it simple. Just try to eat more. Even if you are full take half a plate extra. Or wait half an hour to eat another full plate. As i have said before just do your best to eat more than you have :)

well since you are injured you definetly are prohibited from straining your arm. I am not a fan of crunches since my back is not nice to me but you can try it :)
of course not being able to use an arm limits the number of bodyweight exercises you can do.
you could try the "easy"-pushups if you feel confident enough about your arm but safety goes first... I personally like doing "supermans" as an exercise for the back...
you could also try to work on your stamina while your arm is recovering since it will greatly benefit your heart for heavy lifting, if you want to go in that direction...
You're 16... still growing up, being skinny is part of it.. :/ Mabye you can try to go to the gym. When you don't gain fat you can gain muscles!! It'll be ok :)

You need to take powder proteins
They're not that healthy but it's a good way though
i'm a hardgainer like you. we have to eat more than everyone else who wants to gain weight. if you want to spread the gains around your body then start working out
Wait until you're done growing and then hit the gym. In order to gain weight you need to bulk up on a lot of healthy calories. A LOT for some skinny guys.
Heavy weightlifting and eat. Your current bodyweight in grams of protein and carbs as brown rice and sweet potatoes.
Eat more simple as that
