Sounds like you need to focus on your diet rather than working out, when it comes to the mid section, they say "abs are made in the kitchen" you probably dont want abs, but I'd say thats the best spot reduction you can get. There is a good book I read a few years ago called "the last 20 pounds" by Julian michael, it's got some good advice on shaping your body when your in the last part of losing weight.

i think you can workout that part to tighten it up but i think most of it depends on your frame which you can't change you get what you were born with and when you lose wight you lose wight everywhere but it differs from girl to boy what you lose last for girls its butt and thighs for guys its tummy's and love handles so if you still have body fat the last place its going to be is your butt and thighs
You can't spot burn, no. If you want to increase size of an area you have to do it by building muscle there. When fat disappears from your body it comes off in layers basically from all over. Everything will get smaller unless it's size and shape comes from muscle. Answer is building muscle.
