If you're going for excellent shape (toned, muscles, etc), you need the right kind of protein training (for maximum results) and also need to change up your workout. Running 2 miles 3 times a week is good for maintaining stamina and weight, but it's not enough to really change your body.
You need to include protein (you can get vegan protein powders, vega one is a good one and you can get it at healthy planet)
You need to begin weight training
You also need to do core training
And for a man, you'll likely need to increase your intake.
To really make sure you're on the right path, I suggest seeing a personal trainer, a dietitian, or even your doctor to get a good idea what a reasonable goal is.

Maybe a slow metabolism? Your body isn't burning fat efficiently.
To speed it up: You'd have to eat on time every day, 3 main meals per day (Protein packed) A protein filled snack in between those meals as well.
Drink a lot of water throughout the day and try to drink green tea first thing in the morning. I don't really like the vegan diet as it limits your protein intake but if this is your personal choice, then by all means, keep doing it. Also, try to change up your cardio routine from running every now and then. Try other fat burning workouts, for example, there are a lot on Youtube. Try to reduce carbs as much as possible and get healthy fats such as Omega3.
I personally don't recommend vegan diets. If you're vegan for moral purposes I understand but be prepared to have testosterone problems in your later years. You'll lose a ton of weight going vegan but you will struggle to gain muscle.
You're 195 but I'm guessing you're unhappy because your body fat is probably high. If your body fat is high keep aiming to lose weight then go on a muscle building plan so when you get all the muscle, it really shows. If you gain muscle with a high body fat, there is no definition and you just look puffy.
I've heard that if you have too set a routine your body will "get used to it" in a way. On my cycling team at university we would always switch things up to "surprise" our muscles or lung in a way. I know it sounds fishy, but there might be some underlying mechanism that this takes advantage of.
Besides that, my suggestions would be to try HIIT rather than steady efforts, and to lift heavy things. Google bodyweight exercises (prison routines are great) if you are like me and can't stand to set foot in gyms.
