How do you make friends? how do you start talking to people without making them think you are weird?

How do you make new friends? because it seems that all the friends that I used to have, or currently have, they started talking to me first, like they initiated the friendship, they made plans first. This is both from guys or girls, anyway, I obviously know I can't rely on other people for my social happiness, I know that I have to, and for the most part, at least 90 percent of the time, make things happen for myself. Anyway, so where are good places to meet new people in order to make new friends besides community college or work? I've had some bad experiences when it comes to attempting to make new friends, like when I ask if a person wants to hang out or chill sometime, they do not answer their phone or call, text me back, how can I prevent this?

Also when I get a person's phone number, mainly a guy's, I'm not saying I want to date, just be friends that's all, how often should I call him in the beginning without sounding desperate or annoying?

I have Asperger Syndrome, so that's probably a big reason why I struggle to make new friends, like when I try to start a conversation, people do not reciprocate, at least not often, like they don't ask me questions back in return

How can I tell if people are getting bored or annoyed by me from their body language or how often they don't answer or text me back? how can I tell if they are just really busy or avoiding me?
