Why am I still fat?

So I've been working out for at least one hour a day (almost every day of the week), I have been eating really healthy (I eat about 1400 calories a day), but I'm still fat😫😫😫
I've never had a flat stomach, I've always had this layer of fat. All in all I've lost 20 kg in 2 years and after last year my weight loss has gone into a plateau. What can I do? I'm seriously considering eating as little as possible.
Why am I still fat?
