Im fit, but guy a pregnant woman's belly?

So im assuming its genetic, but its hard to say for sure. My sister and I was talking about fitness when she mentioned that I got a "pregnant " woman belly, something I kinda agree on.

Im into fitness and have eaten homemade healthy foods as long as I can remember. After moving out im way better with food because I have 100% control over everything that ends up in my fridge. I eat vegtables, only whole wheat products, I drink 4 L of water a day, eat mostly Lean meat and I try my beat to eat regulary.

I do HIIT about 2-3 times a week on top of strength training. About two weeks ago I realised that my muscles i have been working on will never show unless I lose the fat over it so I started with calori counting and I Just started calori staggering.

The thing is that all my body parts has pretty low fat percentage and fairly visable muscles, specially my legs. But my stomach is weirdly "fatty", and when I flex my abs its quite hard. Its very frustrating and it Seems like the only way to keep it down to a regular size is eating very little at the time.

I dont know what to do, any advice? Is there anything natural way aka not fatburner pills f. ex. I can starting doing/eating to getting the abs I want? I mean you can se that i got abs, but its just so much fat over it

Reason i bring up genetic is because my father is also very fit, but his stomach kinda sticks out too
