Girls, Locker rooms and opposite gender children. Is it ok? And up to what age?

I was at a local pool a few days ago and was in the showers of the men's locker room. When a dad comes in with his son and daughter. The kids were about 4-5 years old give or take. He goes to the shower across from me. This is just one big room, no stalls or curtains. And takes his suit off and the kids suits. I'm in shock by all of this. But just continue to shower. So I'm naked, the dad's naked, and so are the boy and girl. I notice the little girl is just satring at my penis and nudity in general. The dad is oblivious to all of this and washes his kids. I finish and go to dress at my locker. And when I get there, another dad is dressing two other young girls who both get a good look at me.
My questions, was it ok for these young girls to be in the men's locker room where nude men are? And was it ok for me to be naked in front of the girl in the showers and the girls at my locker? I feel so embarrassed and a little guilty for it. Did I do something wrong by continuing to shower? I was all soapy and had to rinse off. And I didn't know the two girls would be near my locker. I dressed quickly and left hoping the dad's werent upset.
Should the dad have asked before showering with me if I was ok with it? And should the other dad have announced the young girls entering? So guys could cover up.
If your husband did this, would you be mad at him? For allowing you're daughter to see naked men. Should I complain to the pool?

Just not sure what to do for next time.

To Morpheus_12 , yesterday I had another encounter with a girl in the men's locker room while naked. I went to go pee and went to the one urinal. There are 2 urinals, no dividers. These are very low and little urinals so that kids can use them. So everyone can see your penis. 2 stalls, one stall door was to my left about 5 feet away. I'm peeing, trunks to my knees. The door next to me opens and out steps a girl who looks 12. She sees me standing there penis in hand urinating and stops.

Then her dad I'm assuming steps out behind her and sees me standing there practically naked peeing and ushers her over to the sink. She washes her hands and stares at me as she walks by, looking at my naked butt. The as she turns the corner looks back and sees my penis one last time. I was in shock. Nothing I could do to cover my penis as I was urinating and couldn't stop. I felt so violated and ashamed knowing a girl that age saw my penis while I was peeing. And she def got a good look sadly.

I really think you are overthinking this. Its obvious that the two Fathers were well aware that their girls would see other men in various stages of nudity. I would be willing to bet that they conduct themselves in the same manner at home and are very comfortable with nudity. I don't think you should have done anything more. In fact I think you shouldn't have been bothered by it. Also I think you as well as anyone else has the same right to be there. I don't think that you should have to worry about encountering that situation in the future. Nor do I think you should have had a towel to cover yourself. Surely if it weren't your penis they saw, they would surely see other men and even their Fathers. NOW had these been pre-teen girls I don't think they nor their Fathers would want them in there.

I don't think you did anything wrong at all and you shouldn't feel guilty. It was completely the dads' fault for creating that situation.

I do think it was inappropriate for the daughters to be in there. I don't know what should be the age limit though.

The gym I go to has a rule that no one under 12 is allowed in ANY locker rooms, boy or girl. They kind of prevented that problem before it even started.

As far as it happening again, I'd say always keep a towel very close while you are undressed so you can cover up quickly if you need to.

I'm ok with it. The children need supervision and if a separate family room isn't available then the child's safety should be considered foremost. And since I don't know the child like the mother does, I'll cede to her judgment regarding his / her ability to handle what will be seen.
