It takes some effort, time and the right exercises. With most people stomach fat is the last thing to go when they work out.
What you eat is REALLY important, as well how you exercise. If all you are doing is elliptical and running it won't make that much of a difference, it will improve your cardio but not really your muscle tone. What you want to do is find exercises that build muscle, the more muscle you have the more calories you burn.
The best bet would be to get a personal trainer and go in for a few sessions with them. I know it can be a bit pricey but you really only need two or three sessions? They can show you how to exercise right, teach you the proper form and tailor a plan specifically for you and your body. On top of that most trainers can give you healthy eating tips as well.
For example my personal trainer gave me some FANTASTIC free weights circuits that burn up to 3800 calories in a little over an hour, speed up my metabolism for the next 48 hours and target all of the areas I want to work on.
Also make sure to eat a snack every two hours, it keeps your metabolism up! I make a mix that is equal parts sunflower seeds, pumpkin seeds and almonds(all raw and unsalted) and carry it around with me everywhere. It's easy to bring along, tastes great and a small handful is all you need!

Add some pilates to your workout, it really strengthens your "core." I've been at it for about a month now and I can see/feel a difference in my stomach, hips, and butt. But that might be because I'm already pretty overweight, haha. If you're already skinny or even just average, losing weight is going to take a lot more time and work.
I don't think an elliptical is "fake cardio," almost any workout that gets your heart racing boosts your metabolism, even if it doesn't noticeably make you lose weight right away. You also have to be careful that you're eating enough to "feed" your metabolism, otherwise your body will store more fat and prevent weight loss.

hmmm if you are with a gym take some of the classes or ask an instructor, they usually have classes just for the belly area
