I recently finished cutting fat and now want to focus on gaining muscle starting on New Years.
Previously I would spend 3 hours at the gym 2 to 3 times a week doing mostly cardio with a little resistance training to maintain muscle.
As I understand it is best to go to the gym almost every day of the week but now only spend a half hour or so there?
Is that the best way?

You don't have to spend ages in the gym, it's probably going to be counter productive in the long run, even if you get bigger biceps or whatever in the short term.
Just find an appropriate training split and go with that and make sure you divide it strategically to make sure you aren't over training certain muscles.
I've personally adopted Push, pull, legs in the last few months and go 6 days a week - you can do 6 days in row or 3 days in a row, rest in between and then three days again.
4 days in a 6 day week is all I train. I'd you're asking for a program, that's another thing entirely. But in truth I always recommend 4 days on 2 days days off for 2 months, non stop before changing your timetable.

And if you don’t mind what do you recommend in terms of what workouts to do?
Maybe push, pull, legs and full body workout.
