Lice aren't actually tiny white specks. My niece had lice last year, and they clearly looked like little brown bugs. If you're looking directly at one, I don't think you would mistake it for dandruff or lint, especially since they don't seem to stop moving. Plus, they lay their eggs at the roots, so they most likely wouldn't be at your ends. Also, the itching would be constant and incredibly irritating.
If anything, itching and white flakes could be the result of a dry scalp.

It was probably fuzz, or dandruff. I googled head lice and its not at the end of your hair, usually on your scalp, nape of the neck. And they wouldn't be still long enough for you to look at them. They are kinda like white fleas or at least that's what I understood from google.
