Sometimes, in situations like these, people get away with this because they've been there a long time and have been doing it for so long that no one complains. Other times, it's because they have a connection that you aren't aware of, and so the boss is going to side with them almost always. In small companies like yours, such favoritism is not uncommon, so tread lightly until you know what's going on.
