That would only be a very short time answer to his problem. He needs to exercise. I know because when I played football and had the pads on on those 100degree days during two-a-days I would look damn good because I sweated all that water out and I would look more learn from about my sternum up. That went away when I went home and ate better and drank water. Then I looked normal again.

Eating better and cardio will get him to lose weight. He can also work on his pecs to increase the muscle there. That will help too, but to a less extent than cardio.
Wearing plastic is just making him lose water weight, not fat. Those types of things are used in sports that require a certain body weight to compete. They only reduce your weight temporarily.

You can't spot reduce fat. Also I don't know any guys that use plastic bags for weight loss. He should just do total body workouts.
That's incredibly silly. If he wants to lose his weight, he just needs to eat right and exercise, gradually he will start to lose pounds!
All he's going to do is lose water weight and dehydrate himself. You have to do short bursts of high intensity cardio to lose weight. The proper diet is most important though.
