How can I improve my body (picture included)

As you can see, I'm overweight and have a fair bit of weight to lose. You can also see I tend to store weight in my lower body. I've started eating healthily and running most days, but beyond that, what else can I do? I know everyone says you can't "spot reduce", but can anything be done about my unsightly lower body? If I work out daily (which I'm dedicated to), how long will it take me to get to a body similar to this: link especially her abs.
