Ok bro check it out. I'm a firefighter/paramedic and the training instructor for my department so ill tell what I know but you can go to any doctor and they will tell you the same thing. First off, your 19. If you have a very high metabolism I promise you that it won't slow down until your early twenty's at least. From that standpoint, your screwed on gaining weight THE HEALTHY WAY (Lol I put that I bold lettering because there are unhealthy ways to gain weight). Your main focus at 19 needs to be eating healthy and exercising regularly to promote strong muscle growth. As your metabolism slows down you can go to the doctor and find out what your metabolism rate is. What that does, is tell you how much calorie intake your body will burn before it builds (if that makes sense). At that point you need to work on a high carb and protein healthy diet combined with a regular workout program designed specifically for what your looking to accomplish. Remember that you cannot gain weight and cut muscle at the same time, its one or the other. Use this method to gain weight and once your at the desired weight you cut down the muscle to be chissled.

Alright, going to make a small point here, it is extremely rare (something like one in 10,000) to have a high metabolism in such a way that it burns more than 300 calories extra than the average person, so most likely, you aren't eating properly. If you are one of those rare people, see a doctor who can give you advice on what to eat, and also give you tablets to reduce your metabolism, but most likely you are on of the people who say "I have a high metabolism, I eat a lot, but don't put on weight" but you actually don't eat too much, and what you do eat doesn't provide you with enough vitamins. My advice, don't eat things like pasta, or rice, swap to vegetables and potatoes and meat for dinner, ensure you eat an egg based lunch once or twice a week, don't eat sweets or chocolates, instead eat fruit and high fibre breakfasts. Also, swap down from 3-4 main meals as most people eat, and try to eat 5-6 smaller meals.
This will help you gain weight, and then try and cut down on the amount of cardio you do if you can. If this doesn't work, see a doctor.
Being really skinny is fairly common in young guys. The answer may just be, be patient. You metabolism will slow down eventually.
It's possible you have a medical condition like thyroid problem, so go get checked out.
Other than that, find a good calorie calculator. Enter your activity leve, workouts and other data. It will give a number that you need to maintain your weight and another to gain weight.
Write down everything you eat for a few days and see how it matches those results.
My best friend has the same problem, he's trying to get buffer and works out all the time, but he's still super skinny...he told me that he wants to get some type of powder that he can mix with his drink that would help him gain weight.

Take a mass weight gain shake. Don't overdue it, and cut down on eating unhealthy foods that you probably tried to eat to gain weight. Just because you have a high metabolism doesn't mean you're "getting away" with what you eat.
