Make sure you're not leaving conditioner on your back! This is the most common cause. Continue cleaning with soap, but try Dove. Most soaps leave a residue behind which might be irritating your skin - Dove leaves a little less residue.
However, what I'd try next if I were you is rubbing alcohol! That stuff will make sure your skin is clean, will not leave any residue, will kill any bacteria infections in your pores that are causing the acne, and it's one of the cheapest things out there! Apply it liberally every day after you shower (again keep your hair/conditioner away from your back when it's wet). This should clear up even the most vicious kinds of acne. As long as you keep up a soap/scrubbing routine on a regular basis, the acne shouldn't come back.
That's another thing! One thing that most people don't realize is just how quickly dead skin cells accumulate :P This sounds kind of gross (so I'm going to mark this as anonymous), but it really works! If you have medium long nails, it will help... Get in the shower. Let hot water run all over your body for at least a few minutes. Then, when your skin is all warmed up, use your nails to exfoliate your whole body. To be honest, it actually feels pretty awesome... Even after using tons of soap and even if you think you're a really clean person, you will be amazed that with just your nails, you will get rid of tons of dead skin cells and oil. Don't hurt yourself, but the key is to scratch pretty deeply, but since your skin is hot and pores are open, it doesn't hurt at all!
Again, I realize that this probably sounds pretty gross...but it's better to get rid of all that nasty dirt and oil on your skin than leave it there :P
Also, a LITTLE bit of sunlight helps, because it dries out your skin and gets rid of excess oil, allowing things to heal.
Swimming also helps because the high chlorine content in the water also dries out your skin to the same effect. Id like to say it also kills bacteria, but frankly, that's not true. I have a pool and it's very clean, and I can tell you: the public pools are NOT clean. The stronger the scent of chlorine, the more bacteria there are... It only produces that smell when it's breaking down ammonia (from urine). A good clean pool will barely smell like anything. link
Check to make sure you're not allergic to any of your soap is another thing!

I used to have the same problem, it took a while till I got rid off it but now they are gone.
I would recommend accutane. Many people have told me that it makes the acne go away. I've never tried it though because I think I may be allergic to it. If you don't want to risk it then you can use toothpaste or hydrogen peroxide on the area. That's what I did and it worked for me.
The most important thing is to keep yourself clean.
Take a shower at least once a day and wash your body with a body scrubber and an antibacterial cleanser. DONT USE OILY SOAPS.
DONT USE HOT WATER WHEN YOU ARE TAKING A SHOWER.
When you use conditioner on your hair, make sure it doesn't get in contact with your back because that may cause the skin to break out.
Use a clean towel and make sure your body is 100% dry before you get out off the bathroom.
Wear cotton clothes it's better for the skin.
Last but not least stay away from chocolate, carbonated beverage and sugar. Maintain a healthy diet. Or at least decrease the amount of sugar you consume (that's what I did because it's extremely difficult for me to stay away from chocolate).
For acne scars, I know it sounds strange but I recommend using lemon or sunbathing. Lemon bleaches them and gradually it makes them disappear.

You should talk to your doctor about this if you are taking medication already, or have any medical conditions. If you take 30mg to 50mg of zinc supplements a day, it is phenominal for getting rid of spots, and spotting them from coming back. Zinc also helps to speed up the healing process of your skin that has been effected by acne. Vitamin C capsules are an additional supplement as well as taking zinc every day are suppose to be excellent too. I take 30mg of zinc a day, and my skin is perfect, although I only ever got a odd spot. If you felt you needed some additional help on top of the zinc, then look up on the internet RCA for vitamin C supplements. You are guaranteed to have great skin in a few weeks as the most. Best of luck with it :)
Make sure you get all your conditioner off your back! That's actually a big cause of it, personally I use a luffa with face wash after I'm finished with my hair
Wear clothing that's not made out of synthetic materials. Preferably clothing made out of COTTON that can let your skin breathe and have good circulation.
Wear open back shirts to let our back breath and don't wash it daily that can cause it to get irritated and worsen. Try to use an antibacterial non scented soap like Dial
