It's hormonal. Your blood sugar could be rising and falling causing insulin spikes. That can be a sign that you're either pre-diabetic, or have way too many carbohydrates in your diet.
A calorie controlled diet which is high in fat, moderate in proteins and low in carbohydrates, should level out your blood sugar response and prevent you from feeling hungry all the time. But you do need to watch the calories. While fat is an excellent appetite suppressant, it does contain more than double the amount of calories per gram, than protein or carbohydrate.

It could be that you're depressed and its causing you to constantly eat. Or you could have some sort of hormonal imbalance. If you think it's an issue, go see a doctor just in case there's any underlying issues. Better safe than sorry.

Check your blood sugar both fasting and 2 hrs after meals. High blood sugar makes one hungry apart from stress :)
It may be your brain. Do you drink enough water? Are you eating healthy foods? If so there may be something up with your brain.
maybe your thirsty, or your eating foods that digest too fast
