Other than qualifications for federal elected office, if there are legal age restrictions upon their activity then they should be considered children.

No. A child is ages between 4 and 12. 13-17 is young adults. 18 plus is a full grown adult.

Legally adults, but I'd say they're still kids. That's not a bad thing though, adulthood seems hard and it'd be pointless wasting your youth when you've only just became 18

Here in Greece boys at 18 to serve for 9 months for the army. So If your old enough to serve you your an adult.
