Here's the scam. 1. Some crackhead comes in, stuffs their pockets with a handful of copper plumbing pieces and bounces. Heads to the next HD and returns them, no receipt, because copper is expensive. Sells the store credit for cash.
2. Some other crackhead finds a receipt, steals specific items and returns them for store credit because the receipt is too old, or they can't reproduce the card that paid for the items, etc. Same goes, get credit, sell for cash. Now if its linked to their ID, only they can use it, it's worthless to someone who bought it.

I'm not sure I quite understand this question, JJ!
It's because Home Depot deals with a TON of fraud and theft - people will steal things out of the store and return them for cash, etc. So they track any returns and tie them to a specific person so that they can keep a track of trends. If a person is constantly making returns, they're going to start scrutinizing that person much more thoroughly, including looking back at video footage and check-out records to make sure they've actually made those purchases, etc. There are people who do nothing but fraud investigations all day long.
PLEASE clarify what your saying lol.

The main reason is the government passed restrictions on untraceable money due to terrorism. However, Obama could send billions in untraceable cash to the Iranian terrorists.
Now, they want your ss number to register those generic gift credit cards. Those cards are going away.Uh, must be a local thing. I got store credit for a BBQ I returned 2 weeks ago on a card and they didn't ask for anything but my signature on the receipt.
Stops fraud and probably to help for items they sell that have age restrictions on. 🤷
I'd assume their analytics department has found it to be a significant anti-fraud device.
I guess it is to stop fraud but I see your point, a little extreme.
No I never had that problem, I guess they change the rule since I’ve last used one
What if they have a joint credit card?
I hate say that but it's ridiculous for them to do that
