If you state an opinion or a belief to someone and they respond with "I hear what you are saying", is that them saying they hear you and agree with you or they hear you but disagree?

From my experience it usually means "I understand with what you're saying but ultimately disagree." That phrase is usually followed up with a "but." "I hear you" is something that is said to me that usually means agreement.
