Like I understand almost everything and can have fluent conversations. Spanish people tell me I speak really well. But many times I feel like I can’t speak it I don’t know how to explain it.

I got the opposite thing where I can speak well but listen poorly. I think it's because when I speak, I can choose just the words and verb conjunctions and whatnot to say what I mean.
But when Spanish speakers talk so quickly around me, I'm like, "What did that word mean?" So I am better at convincing people that I'm fluent at Spanish when I'm talking a lot than when I'm listening a lot.
I would say it's normal. Maybe you're not confident enough since Spanish is not your native language.
I have a problem with French. If a French speaker is talking to me, I understand what they're saying but most of the times I can't give them an answer. I feel so embarrassed.
