The fact that you asked this under relationship category shows you would actually like him to be your boyfriend although I'm assuming he's not at the moment... basically sometimes we may be biased in the way we interpret other people's behaviour because we really want them to like us back or act a certain way towards us. You may be amplifying how he 'glances' at you. Maybe he's casually looking around and happens to glance at you. I think that having liked him for 3 years caused you to send certain vibes to him so he gets that you may have a crush on him. However if he hasn't acted on his 'possible feelings' for 3 whole years they probably do not exist.
He might be trying to flirt, some guys will tease girls they like. Its more common at a younger age, but still happens. That's really the only thing that comes to my mind, unless he does that with everyone, in which case its just who he is.
