Words don’t mean shit. She wants to know if you get raging boners for her and her small tits, or if you’re secretly wishing you could have a big tit girlfriend cuz she thinks you don’t like them cuz you never pay attention to them. Actions speak louder than words. Chicks need this shit. They need you to love their body parts or they think you’ll leave them for someone with better ones. They are just as bad as guys and their penis problem lol.

Neither. Boob size is nothing that needs compensation, so they are perfect, the way they are.
It's up to preferences.. There are just as many into small, as into big boobs.. There is no reason in being insecure about something where opinions are equally divided.
On top of that, small boobs have more advantages than big boobs.. If anyone can complain about anything, then it's big chested girls about back pain.
Everything else would be unreasonable.

Uh, other qualities shouldn't "compensate" for small boobs. Definitley do NOT say that. If you loved her, she shouldn't have to "compensate" for anything.

Don't lie and say her boobs aren't small if they are.

You could just say "Yes, you have small boobs and I really love them." Something like that.

Is she complaining because of her self image, or because she thinks they aren't acceptable in some way? If it's self image, then you can help, by letting her know how much you appreciate her for who she is inside, and how much you appreciate her looks, all of her. If you are intimately involved, you can pay some special attention to her boobs, and let her know how much you like her boobs. Not just by saying so, but by licking, sucking, playing with them, and obviously enjoying them. You can't fix all her self image issue, but you can let her know, verbally and non-verbally, how much you like her, and her body, including her boobs. But only do it is sincere ways. The truth is so sweet. She's so caught up in if you are attracted to her physically, and you're telling her that she doesn't have to compare herself to other women because there are so many little things you love about her. Tell her that. Tell her the tiny little cute things you notice. So when she asks you, tell her: "Yes, you do have small boobs. but I love you.
