Is it a red flag when your boyfriend won't text you past 7 pm on vacation?

He is visiting a different state (Florida) and his last text is usually around 7 pm. He finally called me last night, which was his first night of calling me since being there 3 days. He was at the beach at 11 pm when he called. I asked him to send me a pic of the beach and he said it was dark. He refused to send me a pic for the first time. He asked me what my boundaries for sex were when we first started dating. I told him I save sex for marriage and he said he is willing to wait. But last night I asked him what his views on abstinence are and he said "it's okay. I think it helps you focus on other things in the relationship. Why are you only asking me now? I thought I told you I was willing to wait." The problem is he me has often told me how horny he is when we are in person, he checks out women in front of me, asked his coworkers sexual questions, and he's asked me to give him head before. Is he most likely cheating on me while he's on vacation?
