Most people by the time they hit their late 20s have had experience with love, relationships, intimacy, and sex. Hell, most high school teens have likely had a girlfriend or boyfriend or two. Sadly, I am approaching my 30s and never had a real relationship. I have had close encounters with girls before, but it was mostly online and the ones I did meet it was very brief and didn't result in anything real or serious. I lost my virginity at age 20 to a 16 year old girl and it was a one time situation and I haven't even so much touched a woman since. For most people, having had a boyfriend or girlfriend is a normal experience, but for me, it is almost impossible.
For me it's normal since I'm a 25 y/o virgin who never had a boyfriend, but I do that by choice because I want to wait for marriage... But in your case you seem like you do have encounters with girls and close ones as you said, so first analyse (objectively) what can be the problem for it not working out and when you come into conclusion compare it with what you really want in a relationship then go try a new from there.

It won't ever happen with your attitude. Change that and then you will have a chance.
Even i never had any girlfriend and still virgin. I am 25 but ya it's ok everyone didn't have girlfriend or boyfriend. It's normal don't take it as in wrong way.
Go see a therapist or counselor to get yourself unstuck.
