and he says threats of calling a police is abuse

why the person would even do that

I work as a police dispatcher. Domestic abuse would be if he put his hands on you. What he did is considered threatening or intimidating (something he can be cited for). It would also be making a false report to police (something he can be arrested for). The first thing police look for in a domestic violence case is markings on the body; red marks, bruising, scratches, bites etc. A good police officer also listens to both sides of the story.
