She keeps leading me on and then dropping it?

So anyways I have been getting friendly with a girl I know for the past couple of months. We haven't gone on any official dates yet, but have privately hung out with each other A LOT. Problem is, she keeps acting like she wants to get more intimate and in a relationship but doesn't want one. For instance, after she broke up with her boyfriend, she came over a lot and we did some things after a week or so (2nd base). However, she slammed the brake later on and said that she was still in love with her boyfriend so she would have to stop beign around me. Of course I was pissed because she kept the whole talk about making things "official" and crap for like a week. I just stopped contact with her for a while and then she asked stuff like: "Are you mad at me? :("

Fast foward 3 weeks to today. She broke up with him AGAIN and she said she was sorry for leaving and actually wanted to make things right and stop acting immature (She just turned 16). Now I am caught in a bond. One side of me is saying "Dropkick the bitch!" while the other is saying "Be open and give her a second chance, it might turn out alright." I really don't know what to do. I can't tell if she actually wants a relationship with me or not. In addition, I don't know if I should be in relationship with her or do the whole "special friends" thing we did early. What should I do?
