How old were the children? If they were old enough to understand the ramifications of eating it and did it anyway then it is the kids fault. That's the same is if some kid dies while trying to do some dare on Tic Toc. The kids made the choice and they suffered the consequences.

The real question is why would the parents do that to begin with? It would definitely be at fault. Whether it is a criminal offense is another story. More like negligence.

I think it's the parents because they're responsible for their child and their well-being. Depending on their age a child is unable to understand certain things.
