Could Muslim women bundle up in beanies, hoods, and scarves, instead of wearing a hijab in winter?

I think the most logical thing would be wrap up and depending where you shed the outer garments will decide whether if you need hijab or not. If you are going from home and returning home, you mightn't need hijab at all

Wearing Hijab traditionally is NOT compulsory but surely dressing up as You've described would raise a LOT of eyebrows.

Yes. But Most Muslim (and some Non-muslim Arab) women wear the Hijab by their own free choice. Saudi Arabia is the only country where Hijab is mandatory and many Western women who've accepted Islam such as from the United States choose to wear the Hijab. It is simply religious devotion , like that of Nuns only that this is practiced more. I'm an expat living in an Arab country (Bahrain) and most women don't wear hijab but some do.

Others can't because their parents are too strict and others can. Me and my friends don't actually cover up all our hair there's little hair shows like the bangs. Here's an example

If my parents are strict I'm not allowed to show any hair and not allowed go out like this. I have to wear the Hijab. My mom is not that strict but sometimes she allows me to show my hair sometimes when she's not in the mood she tells me to cover it up just to piss me off.

Also I'm sure it depends where they are from, their religious and political believes. Obviously I am sure that some Muslim families would not mind and some would. Weather it is against the quran or not I have no idea.
