If you are talking about brute force strength, then on average someone taller will be stronger. There's a huge overlap though. Someone 5-5 can easily be much stronger than someone 6-5.
But there are different kinds of strength for different purposes. An example would be to hold a weight out in front of you straight armed. That will be much more difficult for someone with longer arm bones. It's about leverage. Muscles and bones are levers. There are a lot of things where shorter bones are an advantage.
You also can't go entirely by size of muscles. Although size is a good indicator of strength, there are guys who are fairly thin but are surprisingly strong.

I'm fairly short (5'7) and I'd say generally height is equivalent to a strength advantage. For example, most taller guys than me have a stronger grip strength, even though I have a much stronger grip strength than most of the guys my height -- I'm still crippled when it comes to tall. Also running speed -- I used to be the fastest sprinter in my school until a very tall guy joined the team. His legs are so much longer than mine, and I found I could not match him. And finally there's a lot of leverage that comes from the greater height, longer reach, etc.
Short guys can put up tons of weight usually because on a lift such as bench press they don't have much distance to carry/push the weight with those little stubby arms. Compared to tall ectomorph guys like me we have long ass monkey arms and carry the weight a mile lmao

Mark Wahlberg is only 5'8" and Frank Zane is only 5'9". One is a famous action star and the other is a body builder who and successful competitor of Arnold Schwarzenegger. Neither would be considered tall. Both are considered strong.
Weak compared to other guys? Most likely. Weak compare to girls? Unlikely. Even skinny guys usually have superior strength than girls. Biology is a bitch.

Bruce Lee was 5'7...Yeah taller guys tend to be more stronger for a reason. Usually people don't mess with someone 6-4" and bulked up.
How tall a person is has very little to do with how strong they are.
I know a couple of guys that are a lot shorter than me, and they are a lot stronger. So no there is collation between height and strength.
I'd say all else equal, we are weaker than taller men, but we can certainly get stronger by lifting weights and learning how to fight.
