There should be a game called "Sexy or Sexual Harassment?". Just going through video clips of different male female interactions and the crowd answers for each scenario.
I reckon it depends on the definition of sexual harassment to you (Not to be presumptuous) But assuming it's the literal and accurate definition, both, the guy is (likely) on an extremely low or extremely high ego trip, either feeling empowered or powerless. I think the reason is psychological, but I find it unconscionable to term it "The mentality of men." It seems to not only stereotype, but degrade, and it is not much of a stretch to associate that with "consent classes," which are horrible institutions that teach nothing but self-hatred and shame.
Sure provocative clothing may catch guys attention but it doesn't matter. People get catcalled no matter what they're wearing. Whether it's a bikini or a potato sack. Don't forget that women also catcall guys too... it's not just guys who do it.

They notice it's an attractive girl dressed revealing or professionally but they won't just shout stupid at her or harass her. The guys that do that are douchebags.

I believe that it goes down to one's upbringing actually. I'll give my brother as an example. We raised him as a gentleman and for that, even if he sees women in rather... less clothing, he doesn't bat an eyelash. In this generation, anyone should be able to wear what they want but a good attitude will never go out of style.

The mentality for sure. It's crazy to me how some people feel it is a legitimate excuse that guys "cant control" themselves. They're not animals and we need to stop giving them that excuse and put them to a higher standard and then hopefully they will too.
