It depends on why this law was passed

If the law was passed because humans are about to be extinct, then yes it is a duty of mine to follow through this

In general (excluding special cases like above) the answer would be no as it would require substantial resources and time to care for such a family. If someone has these kind of resources and time, then it may be beneficial because we will have kids who have been raised in abundance (and hopefully have been taught correctly and are moral)

I think I would do it, then just blame the fact it's mandatory but enjoy the fact I got to have quite a lot of experiences of sex. Then dislike a lot of other things involved like that many kids.
