Of course. A lot of people have spent a lot of time diluting he meaning by saying that everything called racist. The purpose of this seems to be to avoid any logically consistent definition of the word to be applied and Instead just go with whatever fits a narrative.
My simple test of racism is to find any statistical difference between that race nd another and then ask if that difference ask because of their race. If they say yes or clearly want to then they are racist (or its true, in which case it was dumb to pick that for a test). Best example is the median income for black people being lower than for white people. Is this because there is something wrong with black people or because of literally any other reason? Someone with one black friend can easily say there is something wrong with black people, in general. Indeed, even a black person can say that. It's still racist all the same.

Racists tend to try the "But I have an X friend, so I can't be anti-X!"
Usually they are bullshitting about that friend, or have them only as a token. But regardless, it doesn't mean you can say whatever the hell you like to others.
