Is people talking to themselves a sign of people acting like cowards towards them?

Sometimes, I see people talking to themselves about someone in public. Why do they do that? Is it because people didn’t let them defend themselves against people they’re talking to?

I think honestly there can be a various amount of reasons for that happening. Usually people can talk to themselves about problems or bothers to motivate themselves or to find a way to solve. It’s a way to encourage and urge, or a way to reason at high voice. I don’t think it’s necessarily a cowardly behaviour since sometimes there are problems that don’t depend on our behaviour and can be attributed to other people.
