This should frighten everyone. My analogy about how I feel about this, can only be summed up in a joke I heard. A man is on stage in front of an audience, and he's talking to the host of the show.

Host: Have you ever been married?

Man: Yes, three times, but they all died.

Man: The first two died from eating poisonous mushrooms.

That... that can't be right. Even if he WAS fined for it, what the hell does the FTC have to do medical claims? They're supposed to be about consumer rights, and since there's no actual EVIDENCE against the effectiveness of vitamin D (and no opportunity for evidence supporting it, either), this is a matter for medical organi- wait. He's a chiropractor, isn't he? They're not doctors, and not subject to the same regulations.

No, wait- that doesn't work, either. Why the hell would someone go to their chiropractor for Covid treatments? That's like going to your accountant for tips on your golf stroke: you might if they're particularly good at it, but it's unrelated to their profession- and if that's the case, then the only way that law could be relevant is if it applies to ANY discussion of Covid treatments, in which case it'd get struck down by any court in the country as a first Amendment violation. There's something very sketchy going on here, if this is true.

In this day and age, you'd have be paying a LOT less attention than I am to still be using Google. But what I've dug up so far indicates (the number of times the Federal Trade Commission Act has been modified makes finding stuff a nightmare) that they're basically accusing him of some sort of false advertising- without knowing the specifics of what was said, I can't make any reasoned assessment of how legitimate the accusations are. The guy IS a chiropractor, though; I was right about that.
