For the same reason we have "Veterans of foreign wars", as though there were a ton of Civil War vets left to exclude. Things were different when the organization was founded.

As to why someone who lives in Florida is telling black people to not come here, it's simple: people in blue states voted in leaders who made horrific policy decisions that made those states essentially unlivable. Many fled them to other places in consequence. Understandable; I'm guilty of that myself. But rather than reflecting that the situation has changed, and now it's the Democrats who've gone off the deep end and the Republican party is the voice of sanity (if those words don't send a chill down your spine, then you do not have a spine), so MAYBE we shouldn't be voting based on party, they simply come here (or to Texas) and keep voting for the same type of leaders.

This pisses native Floridians off like you would not BELIEVE. Me, I can admit that I screwed up in voting for Pritzker (though that was for governor, not emperor), and frankly was reluctant to vote last year, since I kinda felt unworthy. Most people aren't that reflective. And since a lot of black people have fallen into Johnson's trap, and vote Democrat reflexively (look at the backlash black people who are openly conservative face, even if they're moderates), wanting to keep them out, while racist, is understandable.

As for why the title is allowed, maybe because the state he lives in is racist? Maybe thats part of what he could be refering to.
