This happened to a dude I knew. He was, in my eyes, sexually assaulted by a girl that repeatedly touched him and tried taking of his shirt (she was really drunk, he wasn't), he somehow managed to convey that he wasn't interested and she finally backed away with nothing more happening. You trying to calculate the maximum amount of harm you can deliver to another if they go first is what get you in trouble. I do not get to punt a toddler or a pomeranian if they act up on me. For whatever reason, it's probably more traumatic for a woman. And men don't have anything intimate underneath their shirt, though I'm aware there are other examples. Men and more thick skinned, so they're more likely to just brush it off and not be effected by it much psychologically. But also, I feel a man would be seen as a "sissy" if he took something like that to the authorities and would probably be laughed and mocked at. Whereas people will be more sympathetic towards a woman, because women are seen as more vulnerable, whereas men are supposed to be tough. But of course, that's a assuming the man would actually be traumatized/disturbed by it. Personally, I feel most men wouldn't mind, especially if their friends were with them. Men and women's brains work differently. Most men probably wouldn't see it as "harassmment", but flirting.
