How to address my Karen neighbor?

One of my next door neighbors is an older racist white women. I’ve come to this conclusion because I am in an interracial relationship. I always see her speaking to my fiancé. However, whenever I try to converse with her, she cuts the conversation short. She would not be nearly as friendly and engaging with me, as she is with my fiancée. Also, my dog hates her. He barks at her non-stop. More than I’ve ever seen him do anyone else. For those of you who don’t know, animals and children are the best readers. I’m very big on energy as well. What confirmed my suspicions were… One day my fiancé asked me to check out some work he did on one of our vehicles in the front lawn. When I went outside, the Karen neighbor was just staring at me. I waved and said hello to her, and she just rolled her eyes and turned away. I know she saw me, because she was staring at me before I even saw her. My boyfriend did not see this interaction, as he was in the garage. I knew she had been being “fake nice.” She showed her true colors when my fiancé was not around.

Anywho, I noticed she recently put a rope from her backyard that is hanging over our fence. I’m assuming it’s for a part of her garden, and normally would not mind. However, I’m a very spiritual person and big on energy. I don’t want anything of hers touching our property. I feel if I hung something over her fence without permission, she would certainly have an issue. I find it to be incredibly rude that she did not even ask for our permission before doing it. I am in the process of growing a garden in our backyard. She has no idea of the plans we have for our fence, and if this is disrupting it. What would be the proper way to address this, without being rude? I was thinking of writing a note saying, “Please do not hang anything over our fence. Thank You.”
