It means that he doesn't want to hurt your feelings but there is no other way.
He doesn't have the same feelings for you so by saying hope you can find someone better he means:
a. Someone who returns your feelings
b. Someone who won't hurt you (like he is doing by being honest and saying he doesn't feel the same way)
c. Trying to emphasis his flaws so you will one day "actually, I don't like him" and everything is fine again.
I think he's a nice bloke just trying to make you feel better. But, the likelihood is he doesn't share your feelings, unless you both have some sort of history together that he's trying to gloss over.
It means you will find someone who is interestes in you...because he isn't.He telling you that the best way he knows how.
He's basically telling you to find someone else but he's being nice about it.
The thing is, that since guys know rejection so well, we feel sorry about rejecting others. We know how painful it is so, we feel bad about making a girl feel the same pain. He does not have feelings for you, but wants to say it in such a way that it does not hurt you as much. Of course he won't probably succeed, but that's the intention. Been there done that.
