It honestly depends on the guy.
Some guys will compliment anything that has a vagina while other guys will actually compliment you because you do like nice.
The best advice I can give is to follow your gut and stay on your toes. Don't fall for him unless you know he's not trying to get into your pants. e.g. Don't be blinded by his compliment(s) or his looks or anything else
This is kinda risky but I would go to another cashier (photo or pharmacy) and ask; hey what do you think of that guy (name) is he a good guy? or ask whatever you want.
Or say in general do you like working here? Are the people that work here cool?
If I complimented a girl on her outfit, it would mainly be as a genuine gesture. I'll be honest, though, I usually only compliment those I find attractive, so, in a way, I guess it kind of would be to get into her pants. Don't get me wrong, though, I don't mean that in a "mean" way. But if she and I were together, I'd definitely "get at it". That probably doesn't make much sense, but... Eh...
Are you sure he's straight? I only ask as I find most guys that notice what I'm wearing and compliment how cute or pretty my clothes are on a continual basis are generally gay. Guys can compliment a girl on how she looks especially if its a change from the norm or its a once off thing

Oh, and don't forget... guys undress us with their eyes, so most likely, he also likes what's underneath your dress, according to his imagination.

Usually when I compliment a girl on her outfit, saying she looks really nice and such, they all give me a disgusting look, and walk off. So while 99% of the time I am genuinely trying to be nice, it has never gotten me anywhere.
Oh, come on, guys always mean they like what's UNDER the outfit, and it's the next thing to a proposition. At work he would get in trouble for propositioning you, but he can get away with talking about your 'clothes', so...
If I say that to a girl, it means that I really like her dress, or I really like her and I want her to be a little bit happier :) Girls like that stuff, don't you?
