way too good to me means like you treat her better than she could ever ask for and no one's ever treated her the way you have.
way too good for me means she's self-conscience about you and her together. basically she doesn't think she deserves to be with you. however sometimes if a person doesn't want the relationship anymore they'll use this as an excuse.
other times being way too good to a person may make them afraid to be with you because they begin to think that since you treat them so wonderfully that you're too good for them and there's some kind of mistake.
yes I think you have the right idea, "you are way too good to me " is like when a guy buys a girl a nice gift or I don't know takes her out to dinner. but you are way too good for me ? hmmm I think its like your out of my league ? like or she s after a bad boy and you are not entertaining her enough. sounds weird I know I would never say either of those things to a guys ! its random or something like why go out with someone if you considered him too good for you? isn't that a good thing ? now I am confused ! ha ha anyway I won't confuse my man with that kinda of crack !

I was gonna say the first one sounds like a compliment to me. And the second one sounds a lot like just low self-esteem, like she doesn't think she's good enough for you. If she tries to break up tell her she's being stupid and don't let her.
And it sounds like I'm right from what the girls have said.
I'd watch out, the second one is a precursor to a break up. Has happened to me before. It also signals low self-esteem, which is also a turn-off if you ask me.

The first one is a compliment and should be taken as so. A good response if you want to suck up is, "Nothing is too good for you." Or something like that. The second is a girl with low self-esteem or a way to get rid of you without hurting your feelings.
"Way to good to me" - No guy in the past has treated me like you do. You actually appreciate me and show that I have some type of worth.
"Way to good for me" - I'm out of my league and got pretty lucky.
When I think of a gentle let down I'm thinking "You deserve better than me". Honestly, who would let someone like that go if they really want it? I'd be more willin' to change then give him to another girl.
"You are way too good to me" sounds to me like "I appreciate everything you do."
"You are way too good for me" sounds to me like "Damn, I need to start working out."
Thats just what they sound like to me. I know words can take on many different interpretations.
You are way too good to me means that the guy is spoiling the girl way too good and over and above, i.e. such as guy taking girl on a special night out and splashing out.
You're way too good for me means the girl doesn't feel she deserves the guy, this could be because low self esteem or the girl feels guilty about something or even used in break ups, a bit like it's not you, it's me deal.
"You are way too good to me" states that she feels very lucky to have you because you treat her like gold.
"You are way too good for me" states that she feels very lucky to have you because she doesn't feel like she deserves someone that great for her.
I understand where you can get mixed up; they both state that she feels lucky to have you; but the context of both is completely different
To me it sounds like "you are way too good TO me" is when the person is too sweet or something to the other person. And "you are way too good FOR me" sounds like the person says he/she doesn't deserve the other person.
Just what I'm thinking when I hear those too, but maybe that's just me? :)

"way too good For me" - means you are wayyy out of my league and I can't understand why someone like you is with someone like me.
"Way too good to me"- in my opinion would mean something like, "You treat me better than I deserve to be treated."
"Way too good for me"- to me, means, "You are out of my league and I have no idea how I got so lucky."
