If you were a stranger, I would probably think, "Cute girl in a bikini, cool" and then get on with my life. I would imagine that staring would be creepy, and I wouldn't be so rude.
If we were friends, I would probably compliment you on your look, but that would be about it. If I was interested in dating you, I'm sure it would have come up prior to seeing you in a swimsuit, so I wouldn't treat you any differently on account of some skin showing.
Basically, I would appreciate your figure, but still be respectful.
